Create blurry effect :how can create blurry effect?

step 1 :take a file ,size -as you wish.

background colour -black.

step 2: take a layer .select foreground color - brightgreen.font -ariel black.

step 3:now select type tool T and write your text.

step 4:select your text by  press Ctrl from keyboard

step 5 :now go to select menu and select feather--feather radius-2 .

step 6:filter- blur -radil blur -100.blur method-zoom,quality best . 

press ctrl F from keyboard.

step 7: go to select menu-inverse, 

 press again ctrl F.

step 8:for deselect Ctrl T.
